Why does Watch appear to be run by illiterates?

I am bemused by the fact that the department that writes the captions and promotions for Watch, seem to know what a capital letter, or punctuation mark is for.
It is a constant source of irritation to me and just suggests that insulting the viewer's intelligence is perfectly acceptable. Even primary school children tend to be aware that "Richard and Judy" is correct rather than "richard and judy".
Is it just illiterate and uncaring staff or is the channel *intended* to be just for the brain dead?
