There is a school of thought that says you shouldn't steam green vegetables at all although I find that it's fine as long as you don't put the cover on the pan.
In any event no more than 4-5 minutes in already boiling water.
I was also taught that if you finely shred them at a slight angle you can get a very pleasant, cheap and tasty vegetable which only needs boiling water poured on them and left for a couple of minutes. It works and is quite lovely.

Steam them until just tender to keep them nice and green or they go a horrible brown/green colour.
