you will need to contact the local authority to get the planning application.
they will require drawings which you will need to get an architect to draw up for you. once you have the plans you submit to the local authority who will take some time to get back to you. in the meantime you can get quotes from builders to do the work. never take the cheapest quote. you will have to pay the architect and local authority, but the plans once authorised are valid for 5n years i think so even if you dont go ahead with it, it will add value to the property if you come to sell.
