Grey collars on Tomato Plants

We have been growing tomato plants in the garden for the first time this year. Everything was fine until yesterday when we spotted several plants with inch long sections of the stems that had totally discoloured to grey. It looks like grey tape around the stem we are not sure if it is aphid or tomato blight. Any suggestions welcomed.
