Cat Fouling

We have an extreme problem with cat fouling, in both our front and back garden. Cats now a days don't seem to bury their deposits, just leave them in the middle of the lawns. Very frustrating for those of us who choose not to have pets. I tried all the granuals, powders, moth balls, oranges, olbis oil etc to no avail. Can any one give me a fool proof method of dealing with this. PLEASE.
